The Vanguard Intelligence, Preemptive Enforcement, and Reconnaissance Initiative, commonly referred to as VIPER, represents a specialized operations force within the Shikar Imperium Military, operating under the authority of the Joint Special Operations Command (JSOC). The primary objectives of the Initiative encompass counterterrorism, hostage rescue, direct action, and special reconnaissance, frequently targeting high-value assets as directed by the Immortal Emperor.

The VIPER Initiative is characterized by a sophisticated integration of units and capabilities, the majority of which remain classified. Central to this Initiative are the VIPER Direct Action Units (DAU), consisting of highly trained operators responsible for executing the most perilous and intricate missions. Operators for these units are predominantly sourced from the Legion’s elite Black Berets and the Diplomatic Corps Personnel Protection Detachment. The most notable members of the VIPER Initiative are known as Viper Operatives, typically recruited from the Navy’s covert special operations unit, referred to as the Division. These Operatives function as both joint starship captains and special forces operators, empowered by the Throne to fulfill their missions.

Organization and Structure

The VIPER Initiative is governed by the Joint Special Operations Command (JSOC), an organizational structure established to synchronize special forces across all branches of the Shikar Imperium military.
